CONVERSION OF LAND USE PURPOSE TO SERVE URBANIZATION IN THUẬN THÀNH TOWN, BẮC NINH PROVINCE

Abstract:
The objective of the study is to assess the current status of land use and the situation of converting land use purposes to serve urbanization and to propose sustainable land use solutions in Thuận Thành Town, Bắc Ninh Province. Primary and secondary data were collected to determine the area, trends, and evaluate the results of land use conversion for urbanization in the study area.
By 2030, the area of agricultural land is projected to be 5,837.11 hectares (accounting for 49.54% of the total natural land area), the area of non-agricultural land is projected to be 5,929.94 hectares (accounting for 50.32% of the total natural land area), and the area of unused land is projected to be 16.33 hectares (accounting for 0.14% of the total natural land area).

I. INTRODUCTION
Thuận Thành Town, covering an area of 117.83 km² with a population of 197,053 people, is located in the southern part of Bắc Ninh Province. The town consists of 18 administrative units at the commune and ward levels and is oriented towards development into a service, industrial, and high-tech agricultural urban area. With a strategic location, Thuận Thành connects Bắc Ninh, Hà Nội, Hải Dương, and Hưng Yên via important transportation routes such as National Highways 38 and 17.
In recent years, Thuận Thành has shifted its economic structure, increasing the proportion of the industrial and service sectors while reasonably reducing the proportion of the agricultural sector. The town has invested in the development of large industrial zones such as Thuận Thành I, II, III, and Khai Sơn, creating numerous jobs and attracting labor from both the local area and neighboring provinces. To support the urbanization process, Thuận Thành has focused on upgrading infrastructure, including transportation systems, street lighting, parks, and green spaces. Public works and social welfare projects have also been newly built and renovated.
The establishment of Thuận Thành Town aligns with the current pace of urbanization and socio-economic development, creating a legal foundation and premise for sustainable development. This helps Thuận Thành use land efficiently, protect the environment, and develop high-tech industries, services, and agriculture.
II. RESEARCH METHODS
- Data Collection Methods
Secondary data were collected from the competent authorities of Thuận Thành Town (Department of Natural Resources and Environment, People’s Committee of the town, Statistical Office of Thuận Thành Town).
Specifically:
Natural conditions: Collect documents on the topography, climate, hydrology, and natural resources of the town.
Socio-economic: Collect data on population, labor, economic structure, industrial, service, and agricultural production, and other socio-economic development indicators.
Land area: Collect statistical data on the area of different types of land such as agricultural land, non-agricultural land, and unused land for the year 2023 and the adjacent years to assess the current status and process of converting land use purposes for urbanization.
- Data Processing Methods
Based on the collected data and documents, proceed with data statistics:
Based on the collected data, compile and detail the statistics on natural conditions, socio-economic, and land area.
Data grouping: Classify and group the data according to specific criteria (e.g., by type of land, by economic sector, by time) for easy management and analysis.
Status analysis: Use statistical methods and data analysis to assess the current status of land use, identify changes in the area and structure of different types of land over the years.
Trend comparison: Compare the current data with previous years’ data to identify trends in converting land use purposes and changes in land structure.
III. RESEARCH RESULTS AND DISCUSSION
- Assessment of Current Land Use and Land Use Conversion for Urbanization in Thuận Thành Town
1.1. Current Land Use Status in Thuận Thành Town
The total natural area of Thuận Thành Town in 2023 is 11,783.38 hectares. Among which:
– Agricultural land: 6,837.90 hectares, accounting for 58.03% of the total natural area.
– Non-agricultural land: 4,928.70 hectares, accounting for 41.83% of the total natural area.
– Unused land: 16.78 hectares, accounting for 0.14% of the total natural area.

In 2023, Thuận Thành Town had 6,837.90 hectares of agricultural land, accounting for 58.03% of the total natural area. Among which, rice cultivation land accounted for 5,381.55 hectares (78.70%), land for other annual crops was 729.14 hectares (10.66%), land for perennial crops was 153.13 hectares (2.24%), aquaculture land was 556.02 hectares (8.13%), and other agricultural land was 18.06 hectares (0.26%).
The area of non-agricultural land is 4,928.70 hectares, accounting for 41.83% of the total natural area. National defense land accounts for 5.88 hectares (0.12%), security land 27.55 hectares (0.56%), industrial zone land 537.73 hectares (10.91%), industrial cluster land 68.08 hectares (1.38%), commercial service land 35.28 hectares (0.72%), non-agricultural production land 220.69 hectares (4.48%), infrastructure development land 1,875.12 hectares (38.04%), recreational land 46.07 hectares (0.93%), rural residential land 703.61 hectares (14.28%), urban residential land 891.48 hectares (18.09%), land for office headquarters 16.02 hectares (0.33%), land for non-business organizations 12.57 hectares (0.26%), land for religious purposes 17.44 hectares (0.35%), rivers and canals land 338.42 hectares (6.87%), and specialized water surface land 130.95 hectares (2.66%).
The area of unused land in the town is 16.78 hectares, accounting for 0.14% of the total natural area. This distribution shows that the agricultural economy still predominates but there is a strong shift towards industrialization and urbanization, posing challenges for efficient and sustainable land use.

1.2. Analysis and Evaluation of Land Use Conversion Results for Urbanization
1.2.1. Land Use Conversion Results for Urbanization During the 2010-2020 Period
According to the 2020 comprehensive land statistics, the total natural area of the entire district is 11,783.39 hectares, a decrease of 7.62 hectares compared to 2010. This fluctuation is attributed to the varying completeness of source materials used for inventories, accuracy, and implementation methods in each inventory period.

– Agricultural Land Changes
In 2020, the agricultural land area in Thuận Thành was 7,254.36 hectares, a decrease of 157.71 hectares compared to 2010. Rice cultivation land decreased by 436.39 hectares to 5,767.63 hectares. Land for other annual crops increased by 78.78 hectares to 734.98 hectares. Land for perennial crops increased by 128.27 hectares to 153.30 hectares. Aquaculture land increased by 155.74 hectares to 579.53 hectares. Other agricultural land decreased by 84.01 hectares to 18.92 hectares.
– Non-agricultural Land Changes
In 2020, non-agricultural land was 4,512.17 hectares, an increase of 194.86 hectares compared to 2010. Rural residential land increased by 226.12 hectares; urban residential land increased by 53.42 hectares; national defense land increased by 4.22 hectares; security land increased by 0.65 hectares. Non-agricultural production land increased by 154.02 hectares. Public recreational land increased by 41.76 hectares. Land for religious purposes increased by 18.41 hectares. Cemetery and graveyard land decreased by 24.09 hectares. River and stream land, and specialized water surface land decreased by 162.86 hectares. Other non-agricultural land decreased by 0.15 hectares.
– Unused Land Changes
In 2020, unused land was 16.87 hectares, a decrease of 44.76 hectares compared to 2010 due to conversion to non-agricultural land.
1.2.2. Land Use Conversion Results for Urbanization During the 2020-2023 Period
By 2023, the agricultural land area in Thuận Thành Town was 6,837.90 hectares, a decrease of 416.43 hectares compared to 2020. Rice cultivation land decreased by 386.09 hectares to 5,381.55 hectares, mainly due to conversion to urban residential land, industrial zone land, and transportation land. Land for other annual crops decreased by 5.83 hectares to 729.14 hectares, perennial crop land slightly decreased by 0.15 hectares to 153.13 hectares, and aquaculture land decreased by 23.51 hectares to 556.02 hectares. Other agricultural land decreased by 0.85 hectares to 18.06 hectares.

The area of non-agricultural land increased to 4,928.70 hectares, an increase of 416.53 hectares compared to 2020. Urban residential land increased by 1.01 hectares to 891.48 hectares, while rural residential land remained unchanged at 703.61 hectares. National defense land and religious facilities land remained unchanged, security land slightly increased by 0.01 hectares to 27.55 hectares. Cemetery, graveyard, funeral home, and crematorium land increased by 0.44 hectares to 109.24 hectares. River, canal, and stream land decreased by 1.18 hectares to 338.42 hectares, and specialized water surface land decreased by 1.46 hectares to 130.95 hectares.
The area of unused land decreased by 0.10 hectares to 16.78 hectares, mainly due to conversion to industrial zone land and transportation land.
Overall, during the period 2020-2023, Thuận Thành converted significant areas of agricultural land to non-agricultural land to serve the process of urbanization and economic development.
1.3. Rationality of Land Use Conversion
The land use structure of Thuận Thành Town has seen positive changes. By 2023, agricultural land accounted for 58.03%, non-agricultural land accounted for 41.83%, and unused land accounted for 0.14% of the total natural area. The increase in non-agricultural land and rural residential land, along with the decrease in unused land, demonstrates more reasonable and efficient land use.
The urbanization process has converted significant areas of agricultural land, particularly rice cultivation land, to non-agricultural land, improving the urban landscape and infrastructure. This not only increases budget revenues but also attracts surplus rural labor.
The increase in land for transportation, production, commerce, and services has supported the socio-economic development of the town. Land in rural residential areas has been reasonably allocated to meet the needs of the residents. Although the area of unused land is small, it still has potential for exploitation to increase income for the people.

By 2030, the agricultural land area of Thuận Thành Town is projected to be 5,819.19 hectares, accounting for 49.38% of the total natural area, a decrease of 1,018.71 hectares compared to 2023. Rice cultivation land is expected to decrease to 4,834.16 hectares, other annual crop land to 522.22 hectares, perennial crop land to 94.00 hectares, and aquaculture land to 342.45 hectares. However, other agricultural land is projected to increase to 26.36 hectares.
The non-agricultural land area is projected to increase to 5,947.86 hectares, accounting for 50.48% of the total natural area, an increase of 1,019.16 hectares compared to 2023. Industrial zone land, commercial service land, and infrastructure development land are all expected to see significant increases. Both rural and urban residential land are projected to increase, with rural residential land reaching 829.80 hectares and urban residential land reaching 953.56 hectares.
The area of unused land is projected to decrease to 16.33 hectares, accounting for 0.14% of the total natural area, indicating that the town has converted unused land to more effective purposes.
In summary, from 2023 to 2030, Thuận Thành Town will convert substantial areas of agricultural land to non-agricultural land to support the urbanization process and socio-economic development.
- Solutions to Improve the Effectiveness of Land Use Conversion for Urbanization in Thuận Thành Town by 2030
2.1. Solutions for Mobilizing Funds and Efficiently Using Investment Capital
To enhance the effective use of investment capital from the budget, it is necessary to thoroughly save, prevent waste and loss, and strengthen inspection and supervision of project quality. Violations of progress and quality must be strictly handled. Encourage businesses and households to expand production and business, support planning, market research, and credit access. Mobilize funds through public-private partnerships (PPP), particularly in the fields of education and healthcare. Utilize idle capital within the population and through credit channels for investment in production and business.
Recommend that the province reduce land rental prices and support the construction of industrial clusters and workshops. Simplify investment licensing procedures, and implement preferential tax and fee policies to enhance competitiveness and attract investment capital.
2.2. Solutions for Land Management and Use
Publicize urban construction and development planning, reclaim unused or ineffectively used land, especially rice cultivation land. Reform administrative procedures, develop a land information system, and standardize cadastral staff. Strictly adhere to approved land use plans, ensuring consistency and continuity.
2.3. Solutions for Mechanisms and Policies
Reclaim unused land to expand agricultural land area and protect the environment. Regulate the added value from land due to State infrastructure investment. Strictly protect rice land areas, and closely control the conversion of agricultural land to non-agricultural land. Prioritize agricultural development towards industrialization and modernization, and support adequate compensation to increase crop yields as a supplement to production.
2.4. Solutions for the Application of Science and Technology and Planning Management
Apply scientific and technical advancements in production, encourage investment in technological innovation to create high-value products. Publicly disseminate land use plans, organize seminars to resolve difficulties for businesses and residents. Allocate land according to actual exploitation progress and capacity. Closely monitor the development planning of economic zones, industrial zones, industrial clusters, and non-agricultural production land.
IV. CONCLUSION
Thuận Thành Town was established with 18 administrative units at the commune and ward levels, covering a natural area of 11,783.40 hectares, as per Resolution No. 723/NQ-UBTVQH15 of the Standing Committee of the National Assembly, based on the entire natural area and population size of 199,577 people of Thuận Thành District in Bắc Ninh Province.
During the period 2010-2020, the results of land use conversion for urbanization were as follows: The total agricultural land area of the district in 2020 was 7,254.36 hectares, a decrease of 157.71 hectares compared to 2010. The non-agricultural land area of the district in 2020 was 4,512.17 hectares, an increase of 194.86 hectares compared to 2010, primarily due to increased land for infrastructure construction, non-agricultural production, business, and residential land. The unused land area in 2020 was 16.87 hectares, a decrease of 44.76 hectares compared to 2010.
During the period 2020-2023, the rate of land use conversion accelerated as follows: By 2023, agricultural land area was 6,837.90 hectares, a decrease of 416.43 hectares compared to 2020. By 2023, the non-agricultural land area was 4,928.70 hectares, an increase of 416.53 hectares compared to 2020. By 2023, the unused land area was 16.78 hectares, a real decrease of 0.10 hectares compared to 2020.
Based on the orientation and socio-economic development goals of the town until 2030 and the supplementary planning of various departments and localities, the direction for land use conversion by 2030 is as follows: In 2030, the agricultural land area is projected to be 5,819.19 hectares, accounting for 49.38% of the total natural area, a real decrease of 1,018.71 hectares compared to the 2023 status.
The non-agricultural land area is projected to be 5,947.86 hectares, accounting for 50.48% of the total natural area, a real increase of 1,019.16 hectares compared to the 2023 status. The unused land area is projected to be 16.33 hectares, accounting for 0.14% of the total natural area, a decrease of 0.45 hectares compared to the 2023 status.
To enhance the effectiveness of land use conversion for urbanization, the following solutions are proposed: solutions for mobilizing funds and using investment capital efficiently, solutions for land management and use, solutions for mechanisms and policies, and solutions for the application of science and technology and planning management.
